As your pond is small,a PVC pond liner might be within your budget .
For a bladder pool near the house will do good for swim or water for garden storage..

Maybe a dumb question, but why does having the pond sides too steep not let it hold water?

It's difficult to get enough compaction on a vertical edge. Straight drops require a liner, or working with soils which already will not let water permeate (usually deep sub-soils).
