Milwaukee update with lots of details, from a local paper:

Violence erupts after officer-involved shooting

The shooting occurred about one block northwest of the scene of a Friday evening homicide, and about four blocks west of a Saturday morning double homicide. Five people died in shooting-related homicides during a nine-hour stretch in the city on Friday night and Saturday morning. ...

According to a list of BLM demands, these young black men committed no crime, even if they did.
One of the demands is the decriminalization of black youth.
Put another way, a young black person by the very nature of the demand cannot commit a crime.
So the police officer in question committed a crime by shooting an innocent black man.

The Clackamas County Sheriff's Office told KGW's Mike Benner the man walked into the restaurant, located at 12101 Southeast 82nd Avenue, at about 9 p.m., sat down, threw gasoline on the customer, then lit the victim on fire with a book of matches.
