My take on this.
Someone with a bug up there but got the department of Ag to do a proposal of rules change.
This is terrible and unrequired, with no scientific merit.
They want to limit hives to none on less than .25 acres, 2 on .25-5 acres.
You will need to get permission from everyone within 200' of your property
Install 6' flyway barriers
Maintain water source within 25' of the hives year round
Require training and continuing education (no description of this is given so theoretically they could require you to have a doctorate)
And a bunch of other senseless crap.

This all seams to come from one person in a richie area that did not like the neighbors bees, they tried to complain to the town and the town said (rightfully) there is nothing they can do about it.

Here is the long read of legal gibberish.

If anyone can spare a minute an write the department of Ag in opposition that would be great.

This type of thing is one of the many reasons I moved to PA. It's just over the river and a whole different world.
Still issues, but so much better.

Good luck.
