Title: Does my Dwarf Orange Tree have worms?!?

hey guys,

so i'm a total n00b to gardening, and i started a nice little garden on my good sized apt. balcony.  i picked up a dwarf valencia orange about a week or two ago and i'm noticing some weird stuff on the leaves.  forgive my ignorance, but if i didn't know better it almost looks like worms.  can orange trees get worms?

Looks like it might be leaf miner insect damage.

Not sure about control methods.
