I listen to this podcast about once a year.  It was released in 2006 but is very relevant today.  Some of the points that always stick with me if the fact that the state govenrment feels that the duties of handleing a pandemic would fall on local communities.  They realize that the Federal and State government would not have the resources available to lend aid to the population in a large scale pandemic

I would really suggest that everyone gives this a listen.  It is slightly outdated since the "Swine Flu/ H1N1" ordeal, but the information is great.
